大陸新能源汽車補貼調整落地
2016年12月30日，大陸財政部、科技部、工信部和發改委發布《關於調整新能源汽車推廣應用財政補貼政策的通知》，從2017年1月1日起實施。相比2015年出台的“十三五”期間新能源汽車補貼方案，《通知》有三大主要變化。
首先，《通知》從整車能耗、續駛里程、電池性能、安全要求等方面提高財政補貼准入門坎。根據新政，新能源汽車產品納入《新能源汽車推廣應用推薦車型目錄》（以下簡稱《目錄》）後銷售推廣方可申請補貼。一年內仍沒有實際銷售的車型，取消《目錄》資格；《通知》也強調了新能源汽車應用。非個人用戶購買的新能源汽車申請補貼，累計行駛里程須達到3萬公里（作業類專用車除外），補貼標準和技術要求按照車輛獲得行駛證年度執行。
其次，《通知》調整了部分新能源汽車補貼標準。其中，新能源客車補貼幅度下調最高。 《通知》強調，設置地方補貼上限，地方政府各級補貼總和不得超過中央財政單車補貼的50%，而此前中央與地方財政補貼配比大部分為1：1。
第三，《通知》提出，在補貼資金撥付方式上，由此前的事先預撥改為事後清算。 (新聞來源：21世紀經濟報導)
