上海42條舉措落實金融十條

為了貫徹落實國務院“金融十條”的指導意見，上海已經出臺42條工作舉措，明確上海要結合中國（上海）自由貿易試驗區建設的要求，爭取先行先試，使國家金融改革、創新的有關部署在上海最先落地。其中，由上海市金融辦聯合上海市政府有關部門起草的《關於貫徹落實〈國務院辦公廳關於金融支援經濟結構調整和轉型升級的指導意見〉的實施方案》已正式印發。一是大力發展直接融資、改善融資結構，如積極跟進放寬創業板財務准入標準的政策動態，鼓勵符合條件的上海企業在創業板上市；二是整合政策和金融資源、完善小微企業金融服務，如完善小微企業信貸風險補償政策和小微企業信貸獎勵政策，引導商業銀行加強對小微企業的金融服務；三是支援民生工程建設，如梳理重點在建工程項目，組織金融機構開展對接；四是爭取開展改革創新試點，如積極配合開展民營資金進入金融業的政策研究，探索設立民間資本發起的自擔風險的民營銀行和金融租賃公司、消費金融公司。(來源：解放日報)
