國務院：節能環保要成為新支柱產業

國務院日前發佈的《關於加快發展節能環保產業的意見》提出，節能環保產業產值年均增速在15%以上，到2015年，總產值達到4.5萬億元人民幣，成為國民經濟新的支柱產業。並將加大中央預算內投資和中央財政節能減排專項資金對節能環保產業的投入，繼續安排國有資本經營預算支出支援重點企業實施節能環保專案。地方要加大對節能環保重大工程和技術裝備研發推廣的投入力度，解決突出問題。意見還提出，深化市政公用事業市場化改革，完善供熱計量價格和收費管理辦法，完善汙水處理費和垃圾處理費政策，將污泥處理費用納入汙水處理成本，完善對自備水源用戶徵收汙水處理費的制度。(來源：第一財經日報)
