廣東發佈碳排放權管理辦法 將適時引入投資機構

據大陸媒體報導，廣東省法制辦近日就《廣東省碳排放權管理和交易辦法》(送審稿)徵集公眾意見。《辦法》明確，參與碳排放權交易的主體除控排企業外，將適時引入投資機構、其他法人和個人。碳排放權配額將按一定比例實行免費發放和部分有償購買。《辦法》規定，碳排放權年度配額分配的主要依據是控排企業歷史排放水準與行業生產基準水準。確定各企業的配額後，廣東省發改委將按期發放配額。配額發放物件主要是部分行業年碳排放量(或年能源消費量)達到規定標準的控排企業以及新建固定資產投資專案企業。（來源：雙橋大陸資訊網）
