National Development Council has launched 12 net-zero transformation strategies Carbon reduction goal was revised to 24% by 2030

The National Development Council (NDC) held a press conference on December 28 to announce the goal of carbon reduction by 2030, as well as the Nationally Determined Contributions (NDC). From the announcement, we have learned that the goal is to reduce carbon emissions by 24% (±1%) by 2030, with the year 2005 as the baseline, while the goal was also found 4% higher than the 20% set at the beginning of the year.

 

Impact analysis

 

For the "Phased Targets and Actions for Net Zero Transformation" announced by the NDC, it will invest about NT$900 billion by 2030 and make use of 12 key strategies to achieve its goal of reducing carbon emissions by 24% by 2030. These efforts include wind power/photovoltaic, hydrogen energy, forward-looking energy, power system and energy storage, energy conservation, carbon capture, utilization, and storage, motorization and de-carbonization of transportation, resource recycling and zero waste, natural carbon sinks, net-zero green life, and green finance and just transformation. It is estimated that carbon emission reduction will amount to an equivalent of 29% in 2020.

 

Although this upward revision goal is still considered relatively backward when compared with international standards, the projects and specific strategies announced this time are clearer when likened to the version released in the beginning of the year, such as expansion of power resources, increase of grid connection for renewable energy, enhancement of stability for power supply, ratio of industrial waste to fuel, counseling of waste removal, treatment and reuse operators, supporting SMEs to establish circular business models, establishment of regional circular networks or virtual industrial parks, promotion of carbon verification among listed companies, and more, all of which are issues of concern to the PCB industry. Although it would still take effort and time for subsequent elucidation and communication before these measures can be realized and implemented, the industry itself is now more clearly focused on the approach of future policy by the government, so that the manufacturers can also make use of such an approach as a foundation of reference when promoting their carbon reduction measures.
