美國強烈阻擋中國大陸2025年全力發展自主製造大計，等於封殺中國大陸最亟欲發展的DRAM、IC設計等領域。此舉也將引發中國大陸加快自主研發腳步，短期中國大陸在驅動IC等技術門坎較低的芯片能量可能快速崛起。
業界人士指出，中國大陸近年重點發展半導體，鎖定包含DRAM在內的芯片業、封測業、代工業等為主，企圖打造完整的產業鏈。川普此次出手，是美國強力阻攔中國大陸偷取美國DRAM技術，包括對於知識產權與營業秘密的動作。對缺乏相關技術的陸廠而言，此舉將提高中國大陸內存自主產出的難度。
IC設計方面，美國擁有英特爾、高通、超威、輝達、德儀等廠商，還有已將總部移到美國的博通，掌握計算機中央處理器、手機芯片、繪圖處理器、網通芯片、模擬芯片等各領域的龍頭廠。業界分析，美方阻攔陸廠收購美資IC設計業者，等於讓陸廠「無法走快捷方式」，進而在高階IC、如手機芯片等領域佈局腳步受影響，短期內要追上聯發科等台灣指標廠更難。 (新聞來源: 經濟日報)
