廣東省環保廳將PCB歸為電鍍行業 當地產業面臨嚴峻挑戰

因電路板製造過程中存在電鍍制程，故廣東省環保廳將電路板企業歸入電鍍行業進行嚴格管制，並導致企業在銀行融資困難，諸多不利因素，當地電路板產業不少選擇外移。但實際上，電鍍制程在電路板制程中僅占一小部分，兩個行業存在很大的區別。在中國國民經濟行業分類(GB/T4754-2011)的“製造業門類”中的30個大類中，電路板屬於電腦、通信和其他電子設備製造業大類。2008年，由環保部組織制定的《清潔生產標準-印製電路板製造業》(HJ450-2008)標準已經發佈，於2009年2月1日起正式實施。該標準中明確指出：自本標準實施之日起，《清潔生產標準-電鍍行業》(HJ/T314-2006)中涉及有關“印製電路板類”指標要求已被該標準代替。因此直接用電鍍行業排放標準管控印製電路板企業的措施極具爭議。為此，中國印製電路行業協會(CPCA)已積極展開中央與地方政府的協調，國家發改委和工信部也已明確印製電路是屬於鼓勵發展的行業，而不是限制發展的電鍍行業。
