大陸人工智能產業推進措施將分三路進行

根據大陸國務院印發的《新一代人工智能發展規劃》，大陸針對性地提出了“三步走”的階段性發展任務，明確了未來人工智能產業戰略目標：2020年人工智能總體技術和應用與世界先進水平同步，人工智能核心產業規模超過1500億元人民幣，帶動相關產業規模超過一萬億元人民幣；到2025年部分技術與應用達到世界領先水平，核心產業規模超過4000億元人民幣，帶動相關產業規模超過5萬億元人民幣；到2030年技術與應用總體達到世界領先水平，核心產業規模超過一萬億元人民幣，帶動相關產業規模超過10萬億元人民幣。
未來大陸將出台的人工智能產業推進措施主要分為三大類。第一類是具體產業落地政策，包括出台針對人工智能中小企業和初創企業的財稅優惠政策，通過高新技術企業稅收優惠和研發費用加計扣除等政策支持人工智能企業發展政策；落實數據開放與保護相關政策，開展公共資料開放利用改革試點，支持公眾和企業充分挖掘公共數據的商業價值；盤活現有資金，引導市場力量，建立健全人工智能產業發展基金。
第二類是推進各類人工智能創新發展。第三類是製定促進人工智能發展的法律法規和倫理規範，開展與人工智能應用相關的民事與刑事責任確認、隱私和產權保護、信息安全利用等法律問題研究，建立追溯和問責制度，明確人工智能法律主體以及相關權利、義務和責任等。 (新聞來源：經濟參考報)
