稅地稅時隔23年再合併 專家：可減輕納稅人負擔

3月13日，大陸新一輪國務院機構改革方案正式“出爐”。方案顯示，改革國稅地稅徵管體制，將省級和省級以下國稅地稅機構合併，具體承擔所轄區域內各項稅收、非稅收入徵管等職責。國稅地稅機構合併後，實行以國家稅務總局為主與省(區、市)人民政府雙重領導管理體制。記者註意到，這是繼1994年實行分稅制改革後，省級及省級以下國稅地稅機構再次合併。
中央財經大學教授樊勇表示，此次國務院機構改革就是推進重點領域和關鍵環節的機構職能優化和調整，簡化機構，提高政府執行力和辦事效率。此外，國稅、地稅兩套機構在不同程度上也存在資源重置，在現行製度體系下，實行一套機構對於提高徵管效率也有好處。 (新聞來源：新京報)
