大陸財政部，環保部聯合印發“水污染防治專項資金績效評價辦法”

為強化水污染防治專項資金管理，提高資金使用的規範性，安全性和有效性，支持和引導“水污染防治行動計劃”目標任務的實現，大陸財政部，環境保護部近日聯合印發“水污染防治專項資金績效評價辦法“。
辦法指出，水污染防治專項資金績效評價的內容分資金管理，項目管理，產出和效益等三個方面，共涉及3個一級指標，10個二級指標。其中，產出和效益主要評價年度績效目標和任務的完成情況，是評價工作的重點。評價工作的主要依據包括“水污染防治專項資金管理辦法”，水污染防治目標責任書，專項資金績效目標，地方環境保護主管部門會同財政主管部門編制的年度實施方案等。績效評價最終的結果量化為百分制綜合評分，按分數分“優秀”，“良好”，“合格”，“不合格”四個等級。辦法明確了水污染防治專項工作程序，強調資金與目標任務的匹配性。
辦法要求，水污染防治績效評價工作應分級實施，各級財政，環境保護部門按照要求及職責分工組織開展績效評價工作，評價結果由省級財政和環保部門報財政部，環保部，由兩部對各省上報的績效評價報告進行審核，抽查等，並依此進行“獎優懲劣”。同時，對於預算執行中的績效監控，辦法分別對資金管理及使用，年度實施方案與水污染防治中央儲備庫的銜接，項目建設等方面提出了管理要求，督促績效目標有效實現（新聞來源：新華社）。
