大陸碳排放交易市場有望明年啟動

1月18日，大陸國家發改委應對氣候變化司副司長蔣兆理表示，大陸全國碳排放交易市場啟動已經進入倒計時，發改委起草的《碳排放權交易管理條例》去年12月已正式報國務院審議，2016年將加快推進該條例出臺，抓緊制定各項配套細則和標準，確保明年大陸全國碳排放交易市場啟動運行。業內人士預測，若大陸全國碳交易市場成立，覆蓋的排放交易量可能擴大至30億至40億噸，市場規模有望達到千億元人民幣級別。
與此同時，大陸還將扎實推進碳交易頂層設計和基礎制度建設，初步確定了大陸全國碳市場覆蓋的行業範圍和企業邊界，針對不同行業提出了碳排放權的配額分配方法，發佈了重點行業和企業碳排放核算與報告國家標準，起草了核查報告的實施細則。部署和動員各地開展重點企事業單位碳排放核查報告制度；加強基礎支撐體制建設。規範引導大陸國內溫室氣體自願減排交易專案，運行完善碳交易註冊登記系統；開展碳交易制度相關的能力建設等。(新聞來源：中國證券網)
