大陸三部委：推進高耗能行業能效領跑者制度實施

從大陸工信部獲悉，工信部、發改委、質檢總局制定了《高耗能行業能效“領跑者”制度實施細則》，旨在建立高耗能行業能效“領跑者”制度，定期發佈單位產品能耗最低的高耗能行業能效“領跑者”企業名單及其能效指標。
細則規定實施範圍，選擇乙烯、合成氨、水泥、平板玻璃、電解鋁等行業先行先試，以後逐步擴展範圍，形成覆蓋鋼鐵、石化和化工、建材、有色金屬、輕工等高耗能行業能效“領跑者”制度。
細則確定的申請條件共有五項，包括上一年度單位產品能耗達到能耗限額國家標準先進值。未使用國家明令禁止或列入禁止、淘汰目錄的落後用能設備和產品。按照國家標準《能源管理體系要求》（GB/T 23331），建立了能源管理體系；建立了完備的能源統計和計量管理體系，能源計量器具配備滿足國家標準《用能單位能源計量器具配備和管理通則》（GB 17167）要求，已通過能源計量審查；建立了節能獎懲制度；已經開展或正在開展能源管理中心或能耗監測系統建設。年能源消費量超過1萬噸標準煤的獨立法人。近三年內未發生重大安全、環境事故或產品品質違法行為。(新聞來源：財經網)
