“十三五“新能源汽車產業發展長期向好

11月3日，《中共中央關於制定國民經濟和社會發展第十三個五年規劃的建議》提出，推進交通運輸低碳發展，實行公共交通優先，加強軌道交通建設，鼓勵自行車等綠色出行。實施新能源汽車推廣計畫。
目前，多個部委已出臺相關政策20多項，建立了從新能源汽車研發、生產、購買、使用到監管等方面較為完善的政策扶持體系。
《關於2016-2020年新能源汽車推廣應用財政支持政策的通知》今年4月發佈，明確了未來五年補助標準，資金申報和下發由原來的審批改為預撥；《關於節約能源，使用新能源車船車船稅優惠政策的通知》5月發佈，對節約能源車船減半徵收車船稅；對使用新能源車船，免征車船稅；9月，國務院常務會議確定支持新能源和小排量汽車發展措施，明確從2015年10月1日到2016年12月31日，對購買1.6升及以下排量乘用車實施減半徵收車輛購置稅的優惠政策。
充電樁建設一直是新能源汽車產業鏈上相對薄弱的部分。目前已經建成的充電樁數目與需求尚有距離。9月發佈的《關於加快電動汽車充電基礎設施建設的指導意見》提出，大力推進充電基礎設施建設、完善充電基礎設施和標準規範並拓闊多元融資管道。值得注意的是，政府鼓勵社會融資及設立融資擔保基金的方式，促進充電設施基礎建設，進一步拓展了融資管道和參與主體。(新聞來源：中證網)
