大陸發改委出臺八大舉措促投資穩增長

大陸國家發展改革委14日召開會議，部署八大舉措促投資穩增長。
今年以來，為應對經濟下行壓力，全國發展改革系統把促投資穩增長作為全年工作的重中之重，迅速投放專項建設基金，充分發揮中央政府投資的引導帶動作用，加強政銀企社合作對接，發揮企業債券支持重點領域建設的積極作用，大力推行政府和社會資本合作，調整和完善固定資產專案資本金制度，統籌推進簡政放權、放管結合、優化服務，加快建設線上審批監管平臺，多措並舉形成穩增長的政策合力。
為此，發展改革委提出八大舉措：一是突出抓好專項建設基金投資工作，充分發揮投貸結合、債貸組合效應。二是積極推進公用事業和基礎設施價格改革，努力推動政府和社會資本合作。三是加快推進三大戰略和城鎮化、雙創、國際產能合作，突出抓好重點專案落地。四是持續加大政府投資力度，加快補齊小康社會建設短板。五是制定三年滾動投資計畫，加強重大專案儲備庫建設。六是有序推進簡政放權放管結合優化服務向縱深發展，不斷激發市場主體活力和經濟內生動力。七是持續推進投融資體制改革，打通金融資金向實體經濟流動管道。八是多措並舉全方位促進經濟穩定增長，努力實現全年經濟社會發展主要目標。(新聞來源：中證網)
