大陸國務院：調整固定資產投資項目資本金制度

大陸國務院日前印發《關於調整和完善固定資產投資專案資本金制度的通知》。此次調整，圍繞優化投資結構，對2009年確定的固定資產投資項目資本金比例及進行了完善，合理降低投資門檻，有利於提高投資能力，增加有效投資，加快補上公共產品、公共服務及其他發展“短板”，通過改革促進結構調整和民生改善。
此次調整主要堅持了三項原則。一是總體調低。除產能嚴重過剩行業外，其他項目的最低資本金比例總體調低5%。二是有扶有控。適度調低有利於增加有效投資行業領域的項目資本金比例。產能嚴重過剩行業要嚴格執行《國務院關於化解產能嚴重過剩矛盾的指導意見》有關規定，繼續執行原有的較高資本金比例。三是獨立審貸。金融機構要按照國家有關規定和風險可控、商業可持續原則獨立審貸，切實防範金融風險。
其中，產能過剩行業專案：鋼鐵、電解鋁項目維持40%不變，水泥項目維持35%不變，煤炭、電石、鐵合金、燒鹼、焦炭、黃磷、多晶矽項目維持30%不變。(新聞來源：國務院網站)
