大陸：PPP項目稅收優惠加碼

近日，財政部、國家發改委、中國人民銀行三部委聯合印發《關于在公共服務領域推廣政府和社會資本合作模式的指導意見》（以下簡稱《意見》）。《意見》提出，落實和完善國家支持公共服務事業的稅收優惠政策，公共服務項目采取政府和社會資本合作（PPP）模式的，可按規定享受相關稅收優惠政策。
《意見》要求完善財稅支持政策。積極探索財政資金撬動社會資金和金融資本參與政府和社會資本合作項目的有效方式。中央財政出資引導設立中國政府和社會資本合作融資支持基金，作爲社會資本方參與項目，提高項目融資的可獲得性。探索通過以獎代補等措施，引導和鼓勵地方融資平臺存量項目轉型爲政府和社會資本合作項目。 據專業人士預計，PPP項目投資規模至少占政府融資需求總容量的三分之一，因此2015年下半年的PPP投資規模將可能超過上半年。（新聞來源：證券日報）
