大陸國務院部署加快服務貿易發展

大陸國務院近日印發《關於加快發展服務貿易的若干意見》，這是國務院首次全面系統地提出服務貿易發展的戰略目標和主要任務，並對加快發展服務貿易作出全面部署。《意見》提出，到2020年，大陸服務進出口總額將超過1萬億美元，服務貿易占對外貿易的比重進一步提升，服務貿易的全球占比逐年提高。
《意見》提出，要優化服務貿易結構，提高技術、高附加值服務貿易占比；加大資本技術密集型服務進口力度；開拓“一帶一路”沿線國家市場，提高新興國家占比；加強規劃引導，定期編制服務貿易發展規劃，加強對重點領域的支援引導，制訂重點服務出口領域指導目錄；充分利用外經貿發展專項資金等政策，加大對服務貿易發展的支援力度，結合全面實施“營改增”改革，對服務出口實行零稅率或免稅；鼓勵金融機構在風險可控的前提下創新金融產品和服務，政策性金融機構在現有業務範圍內加大對服務貿易企業開拓國際市場、開展國際並購等業務的支持力度；提高便利化水準，建立和完善與服務貿易特點相適應的口岸通關管理模式；打造促進平臺，支持商協會和促進機構開展多種形式的服務貿易促進活動。(新聞來源：中國證券報)
