江蘇出臺最嚴大氣污染防治條例

《江蘇省大氣污染防治條例》將於3月1日起實施, 《條例》加強了對大氣污染重點行業企業污染排放的監管,嚴懲無證排放、超標排放、違規排放以及監測資料弄虛作假等違法行為,實行按日計罰制度。執行機關可以對符合法定情形的造成污染物排放的設施、設備採取查封、扣押措施,人民法院在執行中可以在一定條件下對違法者採取停水、停電措施。
此外，《條例》新增“排汙費專款專用”內容,而重污染天限行、“限牌”需提前30天公告、居民區禁止露天燒烤等內容也正式入法,其中多項重大制度建設加上嚴苛罰則。(新聞來源：中國環境報)
