企業污水處理：嚴禁違規減免緩徵

近日，大陸財政部、大陸發展改革委、住房和城鄉建設部公告《污水處理費徵收使用管理辦法》，要求，加大對使用自備水源單位和個人污水處理費的徵收力度。任何單位和個人均不得違反規定自行改變污水處理費的徵收對象、範圍和標準。嚴禁對企業違規減免或者緩徵污水處理費。已經出臺污水處理費減免或者緩徵政策的，應當予以廢止。
《辦法》明確污水處理費屬於政府非稅收入，全額上繳地方國庫，納入地方政府性基金預算管理，實行專款專用。鼓勵各地區採取政府與社會資本合作、政府購買服務等多種形式，共同參與城鎮排水與污水處理設施投資、建設和運營，合理分擔風險，實現權益融合，加強專案全生命週期管理，提高城鎮排水與污水處理服務品質和運營效率。
據瞭解，將於2015年3月1日起施行《辦法》規定，凡設區的市、縣（市）和建制鎮已建成污水處理廠的，均應當徵收污水處理費。向城鎮排水與污水處理設施排放污水、廢水並已繳納污水處理費的，不再繳納排汙費。向城鎮排水與污水處理設施排放的污水超過國家或者地方規定排放標準的，依法進行處罰。（新聞來源：新華網）
