江蘇南京擬大幅提高排汙收費標準

據悉，江蘇南京將大幅提高已十多年未調整的排汙收費標準，新標準將較原標準提高2至8倍，同時，超標排汙的企業還將被加倍徵收排汙費。
南京現行排汙收費標準是2002年開始執行的國家標準，徵收排汙費的主要是四大傳統污染物：二氧化硫、氮氧化物、化學需氧量和氨氮。根據《南京市排汙費徵收標準調整方案》，南京此次排汙費徵收標準調整，在4項主要污染物基礎上增加了污水中嚴重影響人類健康的鉛、汞、鉻、鎘、類金屬砷這5項重金屬污染物，以及形成霧霾的有機揮發物苯、甲苯、二甲苯這3種污染物。
同時，為激勵企業降低污染物排放總量和濃度，懲罰超標排放，提高企業治汙減排的積極性。南京市將對排汙收費採取階梯式收費標準。即如果污染物實際排放總量削減，可按照比例削減排汙費；如果排汙總量超標，則排汙費也要翻番。具體分為3個等級：污染物排放值低於規定標準的50%（含50%），按收費標準減半徵收排汙費；在規定排放標準的50%—100%之間（含100%），按收費標準徵收；超過規定排放標準的，加倍收取排汙費。南京所有的排汙費將全部用於污染治理。（新聞來源：證券網）
