積體電路千億基金引發資本熱:亟待加強頂層設計

近日，被業內稱為“大基金”的1，200億中國大陸積體電路產業投資基金正式設立，拉開大陸晶片行業的投資大幕。10月14日，工信部辦公廳發出消息，宣佈大陸積體電路產業投資基金已於9月24日設立，重點投資積體電路晶片製造業，兼顧晶片設計、封裝測試、設備和材料等產業，實施市場化運作、專業化管理。業內人士認為，大陸基金必然撬動更大規模的地方政府投入，積體電路產業已步入政策紅利驅動階段。但晶片行業大量的高精尖技術使得產業發展不可能一蹴而就，業內專家建議，要充分發揮政府和市場“兩只手”作用，大陸政府相關部門做好頂層設計，謹防運動式的揠苗助長和資本熱帶來產業虛火，多從專利保護、引導產業結構調整聚焦行業大勢等著手；晶片企業則需遵循市場優勝劣汰規律，提升產業並購投資能力，通過機制體制創新吸引人才，做大做強培育出龍頭企業。
在當前新一輪科技革命和保障資訊安全的背景下，晶片產業迫切需要大陸層面的資金進行扶持。目前，大陸電子資訊產品的核心元器件仍然需要大量進口，這直接關乎大陸資訊安全。並且，作為資金密集型和高精尖技術型產業，很多風險投資機構現在對於積體電路公司興趣很淡，大陸積體電路產業基金的成立，將會在一定程度上緩解資金難問題。
據悉，未來五到十年，大陸政府在積體電路領域的資金支持會達到1，700億美元，約1萬億元人民幣。（新聞來源：通信資訊報）
