大陸國務院關於深化預算管理制度改革的決定

大陸國務院近日發佈《國務院關於深化預算管理制度改革的決定》，提出從七個方面推進深化預算管理制度改革。共包括：完善政府預算體系，積極推進預算公開；改進預算管理和控制，建立跨年度預算平衡機制；加強財政收入管理，清理規範稅收優惠政策；優化財政支出結構，加強結轉結餘資金管理；加強預算執行管理，提高財政支出績效；規範地方政府債務管理，防範化解財政風險；規範理財行為，嚴肅財經紀律。
在改進預算管理和控制方面，實行中期財政規劃管理。財政部門會同各部門研究編制三年滾動財政規劃，對未來三年重大財政收支情況進行分析預測，對規劃期內一些重大改革、重要政策和重大專案，研究政策目標、運行機制和評價辦法。
優化轉移支付結構方面，完善一般性轉移支付增長機制，增加一般性轉移支付規模和比例，逐步將一般性轉移支付占比提高到60%以上；明顯增加對革命老區、民族地區、邊疆地區和貧困地區的轉移支付；中央出台增支政策形成的地方財力缺口，原則上通過一般性轉移支付調節。（新聞來源：搜狐新聞）
