廣東調整碳排放配額分配實施方案 轉強制為競價

《廣東省2014年度碳排放配額分配實施方案》近日公佈。按照新方案，廣東2-14年度碳排放權配額總量為4.08億噸，同時配額發放方式獲重大調整。與2013年度強制購買方式不同的是，2014年度有償配額將以競價形式發放。控排企業不需要再強制購買有償配額，可以根據實際情況自主決定是否購買，既可以到有償配額發放平臺購買，也可以到交易平臺購買。
根據安排，廣東省下一步將繼續完善碳排放制度體系，擴大碳排放管理和交易範圍，並探索開發碳金融衍生產品，增強廣東碳市場活躍性和流動性，同時探索研究碳普惠制度，鼓勵企業、公眾自覺自願的節能減排低碳行為。(新聞來源：新華網)
