國務院常務會議五項科技服務業扶持新舉措

19日召開的大陸國務院常務會議部署了加快發展科技服務業的五項舉措，釋放出科技服務業提速發展的重要信號。據悉，此次國務院常務會議出臺扶持科技服務業發展的五項舉措，落實中央部署行動之快凸顯中央加大力度實施創新驅動發展戰略的堅定決心，五項舉措從市場准入、技術支援、財稅、融資、人才等多角度為科技服務業的發展提供有力支撐，創造良好的體制機制環境。
五項扶持舉措包括：一要有序放開市場准入，發揮市場機制作用，引導社會資本積極參與，支援合夥制、有限合夥制科技服務企業發展；二要積極推進重點實驗室、大型科技儀器中心等公共技術平臺建設，向社會開放服務；三要加大財稅支持，對認定為高新技術企業的科技服務企業，減按15%的稅率徵收企業所得稅；四要改革創新投融資體制，建立多元化資金投入體系，發揮財政資金杠杆作用，積極探索以政府購買服務、“後補助”等方式支援公共科技服務發展；五要加強人才引進和培養，強化國際交流合作。(新聞來源：新華網)
