消費稅調整方案預計10月出臺 或改為地方稅

日前，大陸財政部部長樓繼偉表示，要完善消費稅制度。據悉，在6月30日《深化財稅體制改革總體方案》通過後，按照稅制改革方案在公佈、討論、修改、上報等環節的推進步驟，消費稅調整方案預計將在今年10月份出臺。
一是提高高耗能、高污染產品及部分高檔消費品和服務的消費稅稅率；二是對日常化妝品、小排量汽車、新能源汽車等降低或者取消消費稅；三是由生產或進口環節改為零售或批發環節徵收，由價內稅改為價外稅；四是由中央稅劃為地方稅，可補充地方財力1萬億元人民幣，對消費大省貢獻明顯，有利於穩增長。 (新聞來源：新浪新聞)
