國務院：六舉措促資本市場發展

國務院總理李克強25日主持召開國務院常務會議，部署進一步促進資本市場健康發展等問題。會議提出，依靠改革創新，堅持市場化和法治化方向，健全多層次資本市場體系，既有利於拓寬企業和居民投融資管道、促進實體經濟發展，也對優化融資結構、提高直接融資比重、完善現代企業制度和公司治理結構、防範金融風險具有重要意義。主要體現在：一要積極穩妥推進股票發行註冊制改革，加快多層次股權市場建設，鼓勵市場化並購重組，完善退市制度，促進上市公司提高效益，增強持續回報投資者能力。二要規範發展債券市場，發展適合不同投資者群體的多樣化債券品種，促進債券跨市場順暢流轉，強化信用監管。三要培育私募市場，對依法合規的私募發行不設行政審批，鼓勵和引導創業投資基金支援中小微企業，創新科技金融產品和服務，促進戰略性新興產業發展。四要推進期貨市場建設，繼續推出大宗資源性產品期貨品種，逐步發展國債期貨，增強期貨市場服務實體經濟的能力。五要促進仲介機構創新發展。六要擴大資本市場開放，便利境內外主體跨境投融資。(來源：揚州晚報)
