倒逼財稅改革 營改增兩年步入“深水區”

除已經試點的交通運輸業和部分現代服務業外，財政部稅政司副司長近日表示，財政部目前正在抓緊制定鐵路運輸業和郵電通信業“營改增”試點方案，近期將上報國務院，爭取在明年一季度把兩個行業納入“營改增”試點範圍。業內人士認為，作為十八屆三中全會上財稅改革內容中的重點，“營改增”表面上看是兩個稅種的歸併，但會倒逼財稅體制改革的配套，推進建立新的地方稅體系，並觸動政府間收入劃分格局，成為深化財稅體制改革的導火索。（來源：中國稅務報）
