美新方案 避免「財政懸崖」

北韓領導人金正恩在南北韓關係議題上，罕見地透過電視發表新年賀詞，發表和解意味的談話，呼籲貫徹兩韓之前簽訂的共同宣言，緩和緊張關係，表示「為結束分裂狀態，進而實現統一，兩韓擺脫對立狀態是非常重要的」，因為「過去的紀錄顯示，兩韓同胞對立只會導致戰爭。」同時也認為，尊重和履行「兩韓共同宣言」是南北韓關係向前發展、早日實現統一的最基本前提。這番話被解讀為，金正恩可能認為南韓新總統朴槿惠上台後，兩韓關係有希望獲得改善，因此呼籲南韓履行《六一五共同宣言》和《一○四宣言》。(資料整理：中央社、中國時報)
