Mainland China has again implemented a decree on emissions Taiwanese PCB factory to benefit

   Mainland China has implemented another decree on emissions, with the four provinces of Hebei, Shandong, Henan, and Shanxi releasing statements that they would employ stringent administration measures. First, measures of limited or stopped production measures will be launched so that trade peers of the localities feel most at risk. Furthermore, the major Japanese manufacturing factory of IC substrates, Ibiden, has been set up in Beijing, so what develops next is worth much attention.   

 

       As pointed out by parties from the trade, Taiwanese PCB factories have mostly gathered in southern China, while the four provinces that implement the limitation on emissions this time are locations where PCB factories from mainland China or other countries are situated. Therefore, if the four provinces that limit emissions this time effectively shut down production lines of massive pollution, it will, on the contrary, help market supply and drive the market toward positive development. Therefore, it can be most helpful to Taiwanese factories.  

 

       As seen from the documents released by Hebei, Shandong, Henan, and Shanxi, the extension of policy measures has first tilted toward controlling secondary PCBs, raw materials, construction, and coal factories. Overall, if the policy becomes strict, it is hoped that the trade order can be restructured before the conventional boom season comes during the second half of the year, eliminating backward production capacity. 

 

       Parties to the trade also mention that, although mainland Chinese factories have clustered at Hebei, Shandong, Henan, and Shanxi, Ibiden of Japan has set up an important manufacturing site at Beijing, focusing on mobile telecom applications. Therefore, if further serious measures, such as limited or stopped production, are launched and implemented, it may potentially render the production capacity of HDI substrates to become tight with the arrival of the conventional boom season of HDI substrates. 

 

       Furthermore, since the global leading PCB plant, Zhen Ding, is going to set up a factory in the Qinhuangdao District of Hebei, it has aroused much concern from the market. However, Zhen Ding reiterated yesterday that the district has been chosen and awarded with the green enterprise honor, thus suggesting no need for such rumored concerns and doubts.   

 

 

 

       According to official news from Qinhuangdao, the Qinhuangdao District affiliated with Zhen Ding has been elected and awarded as a green manufacturing enterprise by the Ministry of Industry and Information Technology, the only enterprise selected from Qinhuangdao City. Furthermore, the enterprise has realized the strategy of the "7 Green Aspects of Zhen Ding" to achieve the objective from the standpoints of innovation, procurement, production, operation, service, regeneration, and livelihood.

       

 

In view of outside concerns, Unimicron, a major PCB and IC substrate plant, pointed out yesterday that it has already disposed of its Shandong factory compound. In recent years, it has continuously invested into environmental protection works, so that the economic scale of its factory in Huangshi District has gradually improved, while its factory in Germany has returned to work and started operation again in April.
